My dear Sir William,
I have your letter of the 21st November relating to the position of the Government of the Union of South Africa with regard to the International upium Convention. I have again recently pressed the Union Government to agree to the signature of the Convention, and I am efraid that I cannot take any further steps in the mattel until I get their reply to my recent despatch on
the subject.
